BDR is a partnership of Barnsley, Doncaster and Rotherham Councils set up more than 10 years ago to jointly manage waste generated in the three boroughs. The Partnership secured £77.4m of Private Finance Initiative (PFI) funding from central government towards new facilities to deal with the treatment of leftover waste rather than send it to landfill.

In April 2011, BDR chose 3SE for the contract to treat their leftover waste for 25 years. 3SE is a partnership between Shanks Group plc (a specialist waste contractor) and Scottish & Southern Energy plc.The proposal involves the use of three sites:

  • A new waste treatment centre at Bolton Road, Manvers in Rotherham
  • Grange Lane Transfer Station in Barnsley
  • Ferrybridge Power Station in West Yorkshire.

The new facility at Manvers will include a Mechanical Biological Treatment Plant (MBT) and an Anaerobic Digestion Plant (AD). Construction began in September 2012 and the facility will open in the Summer of 2015.’
